During 2010 a study was done to ascertain whether it was possible to separate the National Power Control Centre from Eskom. The National Power Control Centre monitors power demand on the National Electrical Grid. Should demand rise above power being generated large gas turbines can be brought plus the Ingula Dam hydro-electric power storage utility.
The aim of the study was to ascertain how independent power producers could be connected to the National Electrical Grid without undue influence by Eskom. The study was shelved.
During 2014 the South African Institute of Electrical Engineers held a conference at its headquarters in Observatory Johannesburg of Independent Power Producers where the legal and practical aspects of connecting to the National Grid was explored. Mention was made of a draft Independent Power Producers bill by the Department of Energy was mentioned. However it appears that bill has been shelved.
